IIRC the max is 100, so to max one god specifically you need to raze 17 settlements in his name (barring other bonuses). IIRC the bonuses were such that you got +6 to a god and -2 to all the other when you raze in the name of one. Should be possible, but definitely not with all four. It is possible to climb the scale for multiple gods at the same time but apparently when you reach max devotion with one god, the other three will seek to destroy you by sending their minions against you. Unclear if you will be able to attain max devotion to more than one god. The Eagle/Tzeentch - Azrik the Maze Keeper, a Lord of Change lord available from your lord recruitment pool, no information yet on if it has any special abilities, presumably similar to a maxed-out Sarthorael. The Serpent/Slaneesh - Kihar the Tormentor, a unique chaos sorcerer, has access to the lores of Shadow and Death, starts at level 30 and comes with all spells unlocked by default, and mounted on a chaos dragon. Not confirmed exactly what this means, but probably attrition or campaign-level de-buffs for all other factions. The Crow/Nurgle - A devastating plague is unleashed across the world, to which your forces are immune. The Hound/Khorne - The Ice-Forged Legion, a Hellcannon battery unit made up of 4 Hellcannons, has no upkeep cost and is recruited from the Regiment of Renown pool.
